President John Dramani Mahama has nominated five individuals for appointment to Ghana’s Fiscal Council, according to a statement issued by the Presidency Communications Office on Wednesday, April 8, 2026.
The nominations were made in line with Section 11D of the Public Financial Management Act, 2016 (Act 921), as amended by the Public Financial Management (Amendment) Act, 2025 (Act 1136).
The nominees are Dr Emmanuel Oteng Kumah, who is set to serve as Chairperson; Prof Patrick Opoku Asuming, representing academia; Leslie Dwight Mensah, representing a research think tank; J. Kweku Bedu-Addo, a former public policy expert from the ministry responsible for finance; and Dr Henry Akpenamawu Kofi Wampah, a former public policy expert from the Bank of Ghana.
The Fiscal Council in Ghana plays a crucial role in promoting fiscal discipline and oversight in public financial management. Its core mandate includes:
- Providing independent assessments of fiscal policy and ensuring compliance with public debt and spending rules.
- Promoting transparency in government spending and guiding sound decision-making.
- Strengthening financial oversight to enhance accountability and fiscal prudence.
- Monitoring compliance with fiscal rules and ensuring economic decisions are grounded in sound financial principles.
