The Managing Director of the Tema Oil Refinery (TOR), Edmond Kombat, has revealed that the refinery’s recovery and restoration programme has generated more than 8,000 direct and indirect jobs for Ghanaians.
Addressing the Government Accountability Series on Monday, October 26, 2026, Kombat said the refinery’s return to operations had boosted employment across several sectors, creating opportunities for young engineers, temporary workers, local contractors and players in the downstream petroleum industry.
He said TOR currently employs 415 young engineers in permanent positions and has engaged another 301 temporary workers to support its operations.
Kombat further disclosed that 67 workers had been engaged to undertake maintenance work on the Residue Fluid Catalytic Cracker (RFCC). In addition, 654 people are employed by 35 local contractors working at the refinery.
He explained that the jobs created through the restoration programme reflect the wider economic impact of reviving TOR, particularly in providing employment and supporting livelihoods.

Beyond direct employment, the refinery’s recovery has also created opportunities for approximately 6,500 people indirectly, including tanker drivers and other workers in the downstream petroleum sector.
“The recovery has created a number of jobs, and sometimes we wonder where these people would have been if TOR had not come back,
In effect, direct employment for 1,557 young Ghanaian engineers having employed as a result of restoration and reset. We’ve also created jobs of about 6,500 indirectly for tanker drivers and other workers in the downstream.” he said.
