The Office of the President has published its Annual Report on staffing positions covering the period from January 1 to December 31, 2025.

The report, prepared in line with Section 11 of the Presidential Office Act, 1993 (Act 463), provides a detailed account of political appointees, civil servants, and public sector personnel working at the Presidency, including staff stationed at Jubilee House and affiliated offices.

According to the report, the Presidency’s total workforce stood at 808 employees as of December 31, 2025. This comprises 233 political appointees and 575 civil and public service personnel.

Political Appointees

The report indicates that the Presidency’s political administration consists of 233 officials across three main categories.

Four Ministers of State serve at the Presidency:

  • Felix Kwakye Ofosu – Government Communications
  • Emmanuel Kwadwo Agyekum – Special Initiatives
  • Seidu Issifu – Climate Change and Sustainability
  • Lydia Lamisi Akanvariba – Public Sector Reform

The Presidency also employs 39 political staffers, including key officials such as Chief of Staff Julius Debrah, Executive Secretary Dr. Calistus Mahama, presidential advisers and aides.

In addition, there are 190 other political appointees comprising technical coordinators, legal advisers assigned to various ministries, regional political coordinators, executive assistants and political drivers.

Civil Service Staff

A total of 390 officers make up the Presidency’s civil service workforce.

The core civil service structure includes:

  • Acting Chief Director – 1
  • Administrative Officers – 37
  • Executive Officers – 12
  • Records Officers – 10
  • Secretarial Staff – 24
  • Budget Analysts – 4
  • Internal Auditors – 9
  • Procurement and Supply Chain Officers – 20
  • Programme Officers – 7
  • Planning Officers – 2
  • Research Officers – 4
  • Information Technology Officers – 8

These categories account for 138 personnel.

The Presidential Household Staff comprises 234 employees, including workers in protocol, hospitality, transport, maintenance, sanitation and estate management roles.

Among them are 53 hospitality staff, 43 transport personnel, 36 artisans, 46 cleaners and several gardeners, watchmen, caretakers and other support workers who help maintain presidential facilities.

The report also lists staff assigned to specialised units, including seven personnel at the Zongo and Inner-City Development Secretariat and 11 officers at the Public Enterprises Secretariat.

Public Service Staff on Attachment

The Presidency further relies on 185 public service workers seconded from various state institutions to support its operations.

These include:

  • 51 personnel from the Department of Parks and Gardens
  • 48 staff from the Ghana Health Service
  • 14 officers from the Controller and Accountant-General’s Department
  • 15 officers from the Ghana Audit Service
  • 53 workers from the Public Works Department’s Prestige Division
  • 4 personnel from the Ghana Postal Company

The attached staff provide services ranging from healthcare and accounting to auditing, facility maintenance, landscaping and postal operations.

Overall, the report offers a comprehensive snapshot of staffing levels at the Presidency and forms part of efforts to promote transparency and accountability in public administration.
