Wontumi trial judgment EXIM Bank fraud jailed Appiah-Kubi

Chairman Wontumi

The Accra High Court has been notified that the Ashanti Regional Chairman of the New Patriotic Party, Bernard Antwi-Boasiako, popularly known as Chairman Wontumi, is seeking a plea bargain in the ongoing criminal proceedings relating to alleged fraud involving the Ghana Export-Import Bank (EXIM Bank).

The Office of the Attorney-General formally brought the development to the attention of the court in a filing dated June 11, 2026, indicating that the first accused person had initiated steps toward a negotiated plea agreement.

According to court documents, the request was made through his lawyer, Andy Appiah-Kubi, who communicated the intention to the Attorney-General in a letter dated June 5, 2026. The notice was submitted under Section 162C(3) of the Criminal and Other Offences (Procedure) Act, 1960 (Act 30).

The case before the Accra High Court lists Bernard Antwi-Boasiako as the first accused person, alongside Thomas Antwi-Boasiako—who is currently at large—and Wontumi Farms Limited. The state is prosecuting the matter through the Office of the Attorney-General.

The notification, signed by Deputy Attorney-General Dr Justice Srem-Sai, was filed at the court registry for the attention of the presiding judge.

Prosecutors alleged that between 2018 and 2022, the accused persons fraudulently obtained GH¢14.3 million from EXIM Bank through false pretences, allegedly using Wontumi Farms Limited as the vehicle for the transactions.

They further claim that Chairman Wontumi presented a forged receipt to EXIM Bank officials to secure an additional GH¢4 million facility.

The prosecution also alleged that he knowingly benefited from funds obtained through fraudulent means, forming part of a money laundering charge.

Prosecutors also accused the accused persons of causing financial loss exceeding GH¢30 million to the Ghana Exim Bank, alleging that large portions of the funds were redirected into personal use and unrelated business ventures.

The court is expected to take further procedural steps as it considers the plea bargain notification while both parties continue discussions under the applicable legal framework.
