Speaker Bagbin declines majority leader’s request to recall Parliament

Speaker of Parliament, Alban Sumana Kingsford Bagbin, has rejected a request from Majority Leader Alexander Kwamina Afenyo-Markin to recall Parliament for an urgent two-day sitting to deliberate on 22 items of Government Business.
In a memo dated November 26, Speaker Bagbin emphasized that Parliament would reconvene after the December 7 general elections to address all pending issues before the transition to the Ninth Parliament of the Fourth Republic of Ghana.

Majority leader’s request for urgent sitting
The Majority Leader, in his earlier memo, had cited Standing Orders 57(3) and 58(4) to urge the Speaker to summon Parliament for sittings on November 28 and 29.
He described the 22 items as either “outstanding public business” or “urgent Government Business” requiring immediate attention.

Speaker cites timing and practical constraints
Speaker Bagbin declined the request, citing the constitutional context, the parliamentary calendar, and the proximity to the general elections.
“Leader, as you may be aware, the performance of the functions of Parliament and the duties of members of Parliament extend beyond plenary sittings,” he wrote.
He acknowledged that the period leading up to elections is traditionally reserved for political campaigns, during which parties and candidates present their manifestoes and account to the electorate.

Fairness and feasibility
Bagbin argued that recalling members of Parliament at this critical time would disrupt campaign activities and that prioritizing electoral engagement aligns with the national interest.
He also questioned the feasibility of addressing 22 items in just two days, suggesting that the Government reconsiders its priorities for post-election deliberations.

Commitment to essential matters post-elections
The Speaker reiterated that Parliament would reconvene after the elections to complete essential legislative business ahead of the transition to the Ninth Parliament.
He underscored the importance of legislators upholding honor, empathy, and humility in their roles.

Speaker’s final verdict
“In the circumstances, I am neither inclined nor disposed to exercise my discretion in favor of your request. The request is accordingly declined,” Bagbin concluded.
This decision reflects the Speaker’s stance on balancing legislative responsibilities with electoral commitments, ensuring a seamless parliamentary transition in the context of Ghana’s democratic processes.
