The Public Accounts Committee (PAC) of Parliament has summoned former Health Minister Dr Bernard Okoe Boye and the former Administrator of the District Assemblies Common Fund (DACF) over alleged irregularities involving a GH₵20 million payment for a proposed Parliamentary Service Hospital.

The Committee indicated that the two officials will be required to answer questions regarding suspected breaches in both the award and execution of the hospital contract. The issue came up during a DACF appearance before the committee on Wednesday, April 1, 2026.

DACF Administrator Michael Harry Yamson explained that the agreement was between the Ministry of Health and Siena Services, a private contractor. He said the total contract sum was approximately $46.9 million, with a mobilisation fee of over GH₵108 million set at 15%.

He further disclosed that GH₵20 million was disbursed to the contractor on December 31, 2024. But Committee Chairman Samuel Atta Mills questioned the situation, noting the absence of any visible development, saying: “I have not seen the Parliamentary Service Hospital being built, and 15 per cent was over GH₵100 million, yet GH₵20 million was paid.”

The Parliamentary Service Hospital project has drawn public concern after the payment of GH₵20 million as mobilisation funds despite no construction work being visible. The payment was made under the administration of former President Nana Addo Dankwa Akufo-Addo, with the project later relocated from the parliamentary precincts to the National Security area, causing further delays.
