The Office of the Special Prosecutor (OSP) has announced the freezing of assets worth more than GH¢100 million and an additional US$100,000 as part of its ongoing extortion and money laundering investigation involving the National Petroleum Authority (NPA).

This action forms part of the prosecution of former NPA Chief Executive Officer, Dr Mustapha Abdul-Hamid, and nine others over alleged financial crimes that have reportedly caused the state losses exceeding GH¢291 million and US$332,000.

According to the OSP, the frozen assets comprise a wide range of commercial and personal properties, which will remain under state control until the court reaches a final decision.

The agency explained that the freezing orders are critical to safeguarding potential state recoveries.

Investigators added that several other assets are still being traced, suggesting that the total value of illicit holdings could rise as the probe continues.

The OSP’s authority to freeze and seize such property is rooted in the Office of the Special Prosecutor Act, 2017 (Act 959), which empowers it to prevent the dissipation of assets suspected to have been acquired through corruption or related offences.

This mechanism supports the OSP’s broader mandate of asset recovery, ensuring that illicit wealth can be confiscated if convictions are secured.

The case against the ‘NPA 10’: The defendants include Dr. Mustapha Abdul-Hamid, two other NPA officials—Jacob Kwamina Amuah and Wendy Newman—alongside four company directors and three corporate entities: Propnest Ltd., Kel Logistics Ltd., and Kings Energy Ltd. Together, they face 54 charges, including:

  • Conspiracy to Commit Extortion by a Public Officer

  • Extortion by a Public Officer

  • Money Laundering

  • Using Public Office for Profit

The OSP alleges that between 2022 and December 2024, the accused conspired to extort money from bulk oil transporters and oil marketing companies under the pretext of official duties.

The proceeds were allegedly laundered through the three corporate entities to acquire the assets now under OSP’s freeze order.

The OSP confirms the seizure and freezing of assets exceeding GH₵100 million and US$100,000, including real estate holdings, fuel stations, and logistics vehicles, in connection with the ongoing prosecution of former NPA CEO Dr. Mustapha Abdul Hamid and others.
