In a move to address mounting speculation, the National Lottery Authority (NLA) has reaffirmed that Blue Star Hi-Tech, a prominent lottery operator, is indeed wholly owned by a Ghanaian citizen.
This clarification follows an Extraordinary Board Meeting on August 16, 2024, where the company’s sole shareholder, Han Guoqing, presented documentation confirming his Ghanaian citizenship.
The NLA’s definitive stance on the matter aims to quell ongoing debates surrounding foreign ownership in Ghana’s lottery sector.

With this resolution, Blue Star Hi-Tech can continue operating the 5/90 Lotto on Point of Sale Terminal (POST), confident in its compliance with the National Lotto Act.
