Murder of immigration officer: Police explain change of charge

Police clarify reasons behind altering charge in immigration officer’s murder case

Blood stains in the living room of Bright Aweh, the man accused of murdering the immigration officer, Stephen King Amoah, have had his charge changed from kidnapping to murder. Police discovered evidence of attempted cleaning up of the room, freshly sprayed walls and an empty paint spray can.

Commissioner of Police (COP) Ms Lydia Yaako Donkor, the Director General of the Criminal Investigation Department (CID) of the Ghana Police Service, disclosed this during a joint Police/Cyber Security Authority (CSA) press briefing.

She said a secondary crime scene near the GBC Satellite uncovered a burnt woollen carpet stained with blood.

Also found was a partially burnt camouflage fabric and a new carpet that had been replaced in the accused person’s room.

Ms Donkor said further search through a warrant in a particular room revealed more blood stains as well as the impounded vehicle of Aweh, which had some blood stains, of which samples were tested and proved to be human blood.

A fufu pestle with blood stains wrapped with polyethylene was also found 100 meters away from Aweh’s house.

To aid the investigation, the mother and son of Assistant Inspector of Immigration Stephen King Amoah, the deceased, popularly known as “Otumfuor Nana,” had provided blood samples for DNA profiling.

Giving further explanation of why Aweh, who was facing a kidnapping charge at the Kwabenya Circuit Court, is now before the Adabraka District Court for murder, she said a Closed-Circuit Television (CCTV) footage showed three people on two motorbikes arriving at Aweh’s house on the day the alleged murder occurred.

The deceased/victim was also seen in the footage arriving on a motorbike that dropped him and left, COP Donkor said.

“The deceased was not seen leaving the location. In addition, a vehicle belonging to the accused was seen in the footage moving in and out of the location.”

“Also, the accused was seen holding the polyethene that was found containing the pestle with blood stains”.

COP Donkor said with that evidence, Aweh’s initial charge of kidnapping was changed to murder.

Giving the background, she said on July 4, 2025, the Kwabenya District Police Command received a formal complaint of Amoah’s disappearance.

Amoah, stationed at the Sports Department of the Ghana Immigration Headquarters in Accra, left home on July 3, 2025, at about 2000hours after receiving WhatsApp images of cash bundles from Aweh, who asked that he met him at an Ashongman Estate drinking spot to settle an outstanding debt.

The Complainant told the Police that Amoah did not return home, and his phone remained switched off, COP Donkor said.

Police investigation led to the arrest of Aweh, who admitted meeting Amoah and giving him GHC500,000.00 in cash, instructing him to use GHC200,000.00 to pay off certain debts and keep the rest for later collection.

The CID boss said Aweh failed to explain the source of the money but gave conflicting statements, which heightened suspicions of foul play; thus, he was arraigned on July 8, 2025, on a provisional charge of kidnapping.

The next morning, she said, Police discovered a charred (severely burnt) body in a gutter near the GBC Satellite opposite Comet Estate, which was deposited at the Police Hospital morgue.

Six of Amoah’s relatives helped to identify the body as Amoah’s, irrespective of the extent of burns.

The CID Director General said the investigation took a dramatic turn when the CID, supported by the Counter-Terrorism Unit of the Police and Kwabenya District Police, visited Aweh’s residence.

Mr Divine Selase Agbeti, the Director General of CSA, gave updates on online crimes committed in Sogakope and Sege, Dodowa, Sassasi, Ubuntu Estate, Bortianor Ngleshie Amanfro, and Teshie Nungua.
