Dr Ato Forson to present 2025 Budget tomorrow

Minister of Finance, Dr. Cassiel Ato Baah Forson, is set to present the Business Statement and Economic Policy of the government for the year ending December 31, 2025, to Parliament on Tuesday, March 11.
The presentation is in accordance with Article 179 of the 1992 Constitution.
This announcement was made on Friday by Mr. Kweku Ricketts-Hagan, the Deputy Majority Leader, during the presentation of the Business Statement for the ninth week ending Friday, March 14, on the Floor of the House.
“Mr. Speaker, the minister responsible for finance, on the authority of the President of the Republic, would present to this House the budget statement and economic policy of the government of Ghana for the year ending December 31, 2025, in accordance with Article 179 of the 1992 Constitution on Tuesday, March 11, 2025,” he said.

Parliament urged to be present for budget presentation
Mr. Ricketts-Hagan urged Members of Parliament (MPs) to take note and be present in the House for the presentation.
He also called on the Ministry of Finance and other relevant ministries to submit their sectoral estimates promptly for consideration and approval by the House.
“Mr. Speaker, in view of the presentation of the budget, a post-budget workshop will be scheduled for the participation of all MPs. The venue and time will be communicated in due course,” he told the House.

Budget to outline economic recovery plan
The 2025 budget is expected to provide a comprehensive breakdown of the economy and outline policy proposals aimed at facilitating Ghana’s economic transformation in alignment with President John Dramani Mahama’s vision.
In a briefing to the media, the Minister for Government Communications, Mr. Felix Kwakye Ofosu, disclosed that the budget will reflect recommendations from the National Economic Dialogue, which took place on March 3 and 4, 2025.
“The Presidential Advisor on the 24-hour Economy, Mr. Gossie Tandoh, proceeded with preparations for the full rollout of President Mahama’s primary policy to transform Ghana.
The Finance Minister, Dr. Cassiel Ato Forson, also informed the Cabinet that the economic situation is dire. The figures are even worse than we had known before the elections,” he said.

Govt sets benchmarks for ministers
According to Mr. Kwakye Ofosu, the first Cabinet meeting focused on setting benchmarks for ministers, covering areas such as security, the rollout of the 24-hour economy policy, the agricultural transformation agenda, and the overall state of the economy.
Meanwhile, the Business Statement for the upcoming week indicates that 30 questions have been tabled for responses by seven ministers. Of these, 29 are oral questions, while one is an urgent question.
The ministers scheduled to appear before Parliament include those responsible for Energy and Green Transition; Local Government, Chieftaincy, and Religious Affairs; Gender, Children, and Social Protection; Lands and Natural Resources; Health; Foreign Affairs; and Roads and Highways.
Additionally, a Committee of the Whole Meeting is planned, during which the government statistician will engage MPs on Ghana’s statistical products, particularly digital platforms.

Cabinet approves 2025 budget
Meanwhile, Cabinet has approved the government’s 2025 Economic Policy Statement and Budget.
This was disclosed by Mr. Felix Kwakye Ofosu, Presidential Spokesman and Minister of State in charge of Government Communications, at a press conference in Accra.
He stated that the budget, presented to Cabinet by Dr. Cassiel Ato Baah Forson, encapsulates the economic and financial policy of President John Dramani Mahama.
“For the 2025 financial year, the budget will capture the state of the Ghanaian economy and bring Ghanaians up to speed on what exactly we inherited,” Mr. Ofosu noted.
“Yes, the President made incursions into the state of the economy during the State of the Nation Address, but the Finance Minister will present greater details in terms of what we met.”

Addressing economic challenges
Mr. Ofosu stated that the budget would outline measures to address the economic crisis inherited from the previous New Patriotic Party (NPP) administration. It will also highlight key priority areas of the Mahama administration moving forward.
“We expect that this budget will speak to the hopes and aspirations of the people of Ghana, based on which they gave an overwhelming mandate to the President,” he said.
He further emphasized that President Mahama has initiated steps to cut non-essential government expenditure, including reducing the size of the government.

Budget presentation delayed due to elections
Article 179 of the Constitution mandates that the President present the government’s financial estimates to Parliament at least one month before the end of the financial year.
However, due to the 2024 general elections, the budget for 2025 was deferred to allow the incoming administration to prepare and present it.
With anticipation high, Ghanaians are keen to see the details of the 2025 budget and the measures the government will put in place to drive economic recovery and transformation.
