The EMIs (Electronic Money Issuers) Chamber of Ghana has announced that all E-Levy charges applied to transactions on Wednesday, April 2, 2025, will be refunded by Monday, April 7, 2025.
This follows a directive from the Ghana Revenue Authority (GRA) instructing all charging entities to halt the application of the Electronic Transfer Levy, in line with the government’s decision to abolish the tax through the passage of the Electronic Transfer Levy (Repeal) Act, 2025 (Act 1128).
The Chamber, which represents all Dedicated Electronic Money Issuers (DEMIs) in Ghana—namely AT Money, G-Money, Mobile Money Limited, Telecel Cash, and Zeepay—confirmed that all member institutions have complied with the directive and are actively processing the necessary refunds.
Refunds on track
According to the Chamber, the refund process is already underway and will be completed by the stated deadline of April 7, 2025.
It further emphasized that customers who were charged the levy on April 2 will automatically receive their refunds without the need to take any action.
“We want to reassure the public that our members have taken swift and coordinated steps to comply with the repeal directive,” the statement said.
Steps taken to prevent future errors
To avoid any unintended charges in the future, the EMIs Chamber noted that its members have put in place comprehensive safeguards within their systems.
In the rare event that a mistaken charge occurs, it will be immediately refunded by the respective charging entity.
The Chamber reaffirmed its commitment to consumer protection, transparency, and regulatory compliance, stating:
“We remain steadfast in our mission to uphold public trust and support Ghana’s growing digital financial ecosystem.”

The Chamber expressed optimism about the future of digital transactions in Ghana, adding that the removal of the E-Levy opens up new possibilities for inclusive growth and innovation in the financial technology space.
