A resident of Mampong in the Ashanti Region, Nana Yaw Acheampong, has written a Right To Information (RTI) request to the Kumasi Technical University (KsTU) asking for the information on the academic credentials of Professor Gabriel Dwomoh, Vice-Chancellor of KsTU.
The request, dated December 9, 2025, also calls upon the school’s Council to probe the validity of Professor Dwomoh’s terminal degree, citing recent directives from the Ghana Tertiary Education Commission (GTEC) regarding unrecognised institutions.
The core of the allegation centres on Prof. Dwomoh’s PhD, reportedly obtained from the Universidad Empresarial De Costa Rica (UNEM).
The petitioner argues that UNEM is explicitly listed as a non-recognised institution in the GTEC’s October 20, 2025, release.
A subsequent GTEC directive on November 5, 2025, quoted in the petition states that “certificates issued by UNEM, including those obtained through online or distance studies or joint degree arrangements, are not recognised by the Commission and cannot be used for teaching, appointment, or career progression within Ghana’s tertiary education system.”
This directive further advised all Heads of Institutions that it “supersedes all previous communications from GTEC or the erstwhile National Accreditation Board (NAB).”
The request highlights a potential legal challenge, stating that a Vice-Chancellor overseeing and signing graduates’ certificates while holding an unrecognised degree could potentially “render them null and void due to the inherent implication of the GTEC directives.”
Acheampong argues that in the public interest and in the spirit of “transparency, accountability, and integrity,” the KsTU Council should conduct a thorough investigation and make the findings public on the type of and title of his terminal academic degree, the institution where he undertook the program, the awarding institution, whether the awarding institution is different from where he undertook the program and the reason why, the duration of his PhD academic title, the mode of teaching of his PhD academic award, and how his PhD title was assessed and accepted.
The petitioner noted that Professor Dwomoh’s profile, available on the University’s website, corroborates his attainment of a PhD from the institution in question, which is listed as number 10 on the GTEC’s list of non-recognised institutions.
