2026 budget is ’empty slogans’, ‘fiscal deception’ – Minority

Opposition criticizes government’s 2026 budget, calling it full of empty promises and misleading fiscal claims

The New Patriotic Party Minority Caucus in Parliament has criticised the government’s 2026 budget, describing it as a “litany of initiatives they do not intend to implement” and accusing the Finance Minister of “fiscal deception.”

“The 2026 budget is presented under the theme ‘Resetting for Growth, Jobs, and Economic Transformation. It builds on recent macroeconomic stability, which began under the NPP government,” Dr Amin Adam, the Ranking Member on the Finance Committee of the Minority Parliament, said during a press conference in Parliament House.

He questioned the government’s alleged fiscal discipline, citing systematic under-execution of growth-enhancing public investment.

“The government was programmed to spend GH¢5.1 billion from Q1 to Q3 but ended up spending only GH¢3.8 billion. This compares to the annual allocation of GH¢6.7 billion,” he said.

Dr Amin Adam, also the New Patriotic Party (NPP) Member of Parliament (MP) for Karaga, highlighted concerns about the government’s revenue policies, saying, “The government’s revenue policies were unrealistic, and they didn’t listen to us. The data in the 2026 budget has, however, vindicated our stand.”

He accused the government of “treating liquidity symptoms rather than addressing structural weaknesses in revenue and debt management” and warned that the budget’s promises were unlikely to materialise.

“This is not fiscal discipline; it is fiscal deception,” Dr Amin Adam said.

He also criticised the government’s 24-Hour Economy initiative, arguing that it has failed to deliver the employment and business benefits promised during its introduction.

Dr Adam said the programme lacks a clear roadmap and has not met public expectations.
