LI 2462 repeal in limbo as Parliament’s recall deferred indefinitely

Mr Alban Sumana Kingsford Bagbin, the Speaker of Parliament, has deferred the recall of Members of Parliament (MP) indefinitely, due to “circumstances beyond his control.”

A statement signed by the Speaker and issued by his Office on Monday, October 6, said, “Pursuant to the notice to summon Parliament dated 29th September, 2025, I, Alban Sumana Kingsford Bagbin, Speaker of Parliament, hereby give notice that commencement of the Third Meeting of the First Session of the Ninth Parliament of the Fourth Republic is deferred until further notice due to circumstances beyond my control.”

The recall, initially set for Tuesday, October 14, had been eagerly anticipated, particularly regarding the revocation of the controversial Legislative Instrument (LI) 2462, which allowed mining in forest reserves.

According to the Attorney-General and Minister for Justice, Dr Dominic Ayine, the government had planned to lay an instrument, LI 2505, to revoke LI 2462 on October 14.

“We have prepared an instrument that is LI 2505 in my office, and that will be laid in Parliament on the 14th of October,” Dr Ayine stated at the Galamsey Dialogue at the Jubilee House last week.

“The Lands and Natural Resources Minister and I have agreed that on the 14th of October, when Parliament resumes, we will lay that instrument to revoke the famous LI 2462,” he added.

The deferment meant that LI 2462 would remain in effect for the time being, and the government’s plans to revoke it would have to wait.

The development has implications for the government’s legislative agenda and its efforts to address the galamsey menace in the country, observers have said.
